The 40th observation floor is largely divided into two areas.
The north side is called River View and equipped with a glass counter 35m long. Pairs of high white chairs are arranged in a straight line, presenting a modern and chic space on the north side of the observation floor. The south side called City View is a place that commands a view of a cluster of high-rise buildings in the Osaka downtown area. The lights twinkle in shades of white, orange, and blue swaddling the romantic world of couples at night.

The see-through elevator and escalator are the main routes to the floating garden.

The rooftop floor called "Lumi Deck" is made from tempered glass and the light on the floor changes like an aurora by LED at night. The illumination projected onto the floor changes when a couple sitting on a red bench in the center hold hands with each other and grab a stainless-steel dome installed on the both sides with the other hand.

Three units of "fuwapica" installed in a cylindrical space are interactive furniture that changes color when you sit on or touch it. With the radiation of soft light from the seating surface and soft touch you feel when sitting on the furniture, an ordinary movement of "sitting" produces real physical effects of healing and excitement. The Fuwapica-Love bench newly made for the floating garden has a mechanism of changing the expression of light according to the way a couple sit on it.

The souvenir store inside the floating garden about 170m above the ground. A variety of selected goods is available at this place which commands panoramic views of Osaka.
